Briefing on operative information in the JFO area

We would like to bring to your attention operational information on the current situation in the Joint Forces Operation area.

Today, as of 16.00, 32 ceasefire violations have been recorded by the Russian occupation forces, 31 of which involved the use of weapons prohibited by the Minsk agreements.

The enemy used 152mm and 122mm artillery systems, 120mm and 82mm mortars, anti-tank missile systems and unmanned aerial vehicles to drop VOG-17 grenades, grenade launchers of various systems and heavy machine guns.

As a result of the shelling, one serviceman was injured. The health condition of the Ukrainian defender is satisfactory. Another soldier was injured as a result of an explosion of an unknown explosive object. His state of health is serious. Both servicemen have been provided with the necessary medical assistance and have been evacuated to medical facilities.

The enemy continues to use its propaganda methods of waging an information war to accuse the Ukrainian Armed Forces and further escalate the situation.

The Russian media outlets report on the attempts by a Ukrainian sabotage and reconnaissance group to penetrate into Russian territory is an utter fabrication. I stress once again that the Armed Forces of Ukraine:

— did not attack Donetsk and Luhansk;

— did not send saboteurs or APCs across the border;

— did not shell Russian territory or a Russian border guard post.

These are all products of the Russian fake factory.

I stress once again that the Joint Forces are not conducting or planning any offensive actions.

With Ukrainian defenders refraining from any aggressive acts that could possibly trigger a violent response, the occupation forces continue to destroy civilian infrastructure on the temporarily occupied territories and sporadically shell civilian settlements.

The Joint Forces control the situation and respond adequately to potential threats from the enemy.


Since February 17, 2022, since the beginning of the escalation of the security situation, Russian occupation forces from the territory outside of Ukrainian control have continued shelling civilian infrastructure, thereby once again violating the Minsk agreements and the norms of International Humanitarian Law.

During the period from 12.00 to 16.00 on February 21, 2022, in the JFO area the Russian-occupation troops carried out 15 shelling of civilian objects in Shchastia, Taramchuk, Pavlopil, Pisky, Novotroitske, Avdiivka. , Luhanske, Lopaskino and Troitske.

As a result of the shelling of Shchastia, the high-voltage lines Lutes — Shchastia, Lutes — Novoaidar, Lutes — Chekhirovo and the transformer substation of the Shchastie substation were damaged and the Luhansk thermal power plant was shut down. Some 7,300 civilians were left without electricity. The settlements of Peredilske, Staryi Aidar, Kriakivka and Trekhizbenka were left without electricity;

During shelling of the Shchastia checkpoint, the main thermal collector of the Shchastia heating and power plant was damaged. In order to eliminate the leakage of warm water, the heating supply to the village of Shchastia was suspended until the shelling is stopped and elimination of the damage is completed.

As a result of the shelling near the Shchastia heating and power plant, a fuel and lubricants storage facility with 14 tonnes of diesel fuel and lubricating oils was damaged, causing it to catch fire.

No damage to civilian buildings has been recorded.

No injuries or fatalities to civilians have been recorded.

Over the past five days, 119 civilian objects have been shelled in populated areas of Donetsk and Luhansk regions:

44 civilian buildings damaged,

4 educational establishments were destroyed,

2 cars and a garage were damaged,

11 objects of important infrastructure were damaged,

Two civilians were wounded and three civilians were contused.
